You can build emacs24-nox11. But that may be less than what you want. As I read /usr/pkgsrc/editors/emacs24/options.mk, it looks ok to me. But it may have a bug. One point of possible confusion is that emacs <= 23 has gtk as an option (meaning gtk2), and emacs24 gtk2 and gtk3. It will choose gtk3 if none of the other options are not given. You might try PKG_DEVELOPER=2 make show-depends 2>&1 > OUT.depends and then grovel over it. Or try 1.
