Are you thinking of TRACON? Because there's nothing much else like
that to the best of my knowledge (would like to know if there is...)
If it was more like atc(6) in its relationship to real ATC procedures,
then perhaps you're remembering "Kennedy Approach", although it was
from the 80s and not the 90s. Its big deal was that it talked; you can
probably find a C64 or Amiga version that will run in an emulator.
There's also the original and really ancient DOS program AIRTRAX.EXE
that atc(6) was written to imitate; it is probably floating around out
there also.
I don't know of others... there was a popular and addictive
touchscreen phone game a few years back whose name I have forgotten,
but it was almost entirely different in nature.
