Well, of course if it panics while booting the installer, then you'll
have to update the installer.
If you're booting from USB key, then only the kernel has to be updated,
maybe you can do this from your working NetBSD box ?

Otherwise you have to update the installer image.
So you should change the GENERIC and INSTALL kernel configs (I'm not sure
which one is used in your case) and do a full release:
./build.sh -m amd64 -U release

and boot the new installer image.
