Bingo! I backported your fix to 6.1_STABLE and it works! I also
tried test-program2 (which traps SIGHUP, SIGINT, SIGQUIT, SIGPIPE, and
SIGTERM), and that worked as well!

Would you be willing to submit a pull-up request for this fix for NetBSD
6 and 7? (I don't see it in the pull-up queues for NetBSD 6 nor 7, but
forgive me if this has already been done.)
