(Didn't know > MAKEDEV would be related with this until I saw the following line in it:) I recommend that you unpack etc and xetc someplace (/usr/netbsd-etc of course) and then diff -ur that to your system and ensure that all changes are intended. I completely get it why you want to move a machine from i386 to amd64, but it's fairly rare and not a well-debugged process. Actually, diffing etc from upstream to local periodically is good practice anyway. (I have trimmed which lists are involved; posting the same thing to netbsd-users@ and current-users@ seems wrong to me.)
