I installed it from
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-7.0/source/sets/syssrc.tgz

# pwd
/usr/src

# ls -l usr.bin/
total 4
drwxr-xr-x  3 root  wheel  512 Sep 25  2015 config

Also once again I downloaded above set and tested the following:

# tar tvfz syssrc.tgz | grep "usr.bin/make"
#

Is the set I picked alright?
