Try:
cc -O2 -m32 hello.c
file a.out
./a.out

output for me is:
a.out: ELF 32-bit LSB executable, Intel 80386, version 1 (SYSV), dynamically linked, interpreter /usr/libexec/ld.elf_so, for NetBSD 7.99.51, not stripped
hello world


(but I am trying on -current, not 7.0)
