You would need to have both usb sticks plugged in at the same time (you cannot remove the install stick while using it). So initally you install the system on the second stick, but when booting it, it will in most cases be the first stick. If there is any reference in /etc/fstab you would likely need to adjust it. I also expect that you should be able to install into the free space following the install image. But maybe the installer gets confused if it sees 2 NetBSD partitions on the disk.
