/libexec/blacklistd-helper problem

When I was trying to get blacklistd work for the first time, there was a
blank /etc/ipf.conf lurking around as I had tried to get some other tools
work before.

Took quite some time, and finally opening the helper to know what's
happening.

Just thought of giving this feedback. May be rcvar check could be used
instead?
