Maybe because your phone is not in the right mode. On mine (which is
not samsung, but is running a recent android), I can choose how the USB
port should be used (charging only, connection sharing or file transfers).

Did you check that you can read/write to /dev/ugen0 ?
Maybe you need access to /dev/usb* too
