From your other emails I'm guessing that you are running -current now.

The reason that IPF was not provided already built is that use of it is
deprecated due to it not being actively maintained. The recommended
firewall to use is NPF

Why not go back to a GENERIC kernel and start with one of the example
npf configs from /usr/share/examples/npf.
