Here's what I see with that:
$ cd /usr/src/
$ cvs tag successful-build-20211030
cvs tag: Tagging .
cvs [tag aborted]: could not open lock file
`/cvsroot/src/,BUILDING,': Permission denied
Using sudo did not change anything. I have /usr/src owned by my
local user...'bob'.
But it's been a good day. Using sysbuild and then sysupgrade I
am now running:
$ uname -a
NetBSD nebbytwo 9.99.92 NetBSD 9.99.92 (GENERIC) #0: Sat Oct 30
12:06:40 EDT 2021
bob@nebbytwo:/home/bob/sysbuild/amd64/obj/usr/src/sys/arch/amd64/compile/GENERIC

No, I'm a long way from writing device drivers while my oatmeal
is cooking, but who knows? It beats drinking in the morning, I
guess.
