In general, I find it extremely to adjust DESCR text for an audience that is unfamiliar after I have learned about something, because the key question is what assumption might the reader not have made. Upstream introductions, from which DESCRs are often stolen, also tend to have this issue. But I agree that DESCR should be helpful, and have done a lot of DESCR munging over the years.
