Basically: yes. But it is slightly more complex due to the initial
openssl3 changes missing several shared library bumps (what pkgsrc
would call a recursive revbump) for libs using one of the openssl or
heimdahl libs.

The fallout from that is cryptic and depends on the pkgs you use.
