"F1" key in xorg Linrad program does not work as expected

I have been helping to the author of Linrad SDR software to make it work
in NetBSD operating system, also in FreeBSD. He is about releasing 6.0
version and and is polishing it. A prerelease version can be downloaded
from:
svn checkout https://svn.code.sf.net/p/linrad/code/trunk linrad
Just a minor curious thing that at the moment I have not been able to
understand is that in NetBSD operating system "F1" does not work as help
key. Only "!" key works. In FreeBSD operating system "F1" key works fine
as in Linux, no problem at all. In Linux and FreeBSD both "F1" and "!"
key work as help key, it is the expected behaviour of the program.
I have tested both XFCE4 and CTWM window managers, just in case F1 key
was captured as a keyboard shortcut. I think I am missing something.
Could F1 key be captured by another program and not working in Linrad as
expected?
