My Lenovo ThinkPad E470 has pulled up NetBSD 10.1 and the issue as
described with persisting the state of brightness across power plug
insert events continues unresolved.

Next time I reboot I'll see whether changing the BIOS to maximum
performance or battery saving has an effect as suggested in another post
on this thread.
