This is caused by the libraries being named differently than expected by PLIST 
(as well as by software packages that link against libtk83, e.g. 
x11/ruby-tcltklib). Most likely some other platforms (e.g. IRIX6) are also 
affected.

Just like with pkgsrc/lang/tcl83, patch unix/configure (and unix/configure.in?) 
to add the following lines for the affected platforms:

SHARED_LIB_SUFFIX='${TCL_TRIM_DOTS}\$\{DBGX\}.so'
UNSHARED_LIB_SUFFIX='${TCL_TRIM_DOTS}\$\{DBGX\}.a'
TCL_LIB_VERSIONS_OK=nodots
