x11/blt itself has no problem building with tcl/tk-8.4.  However,
sysutils/tkdesk, which depends on x11/blt, works with tcl-8.3 only.
I think we need to update tkdesk to 2.0 to close this PR.

I went through tcl packages, and switched them from tcl 8.3 to 8.4 if
they work with 8.4.  Most of the remaining packages depending on 8.3
do require tcl 8.3 (directly or through dependent packages requiring
8.3).
