Two packages (that I have found) do not set USE_PKGLOCALDIR=YES in their 
Makefile, but use ${PKGLOCALEDIR} in their PLIST file.

On Solaris this causes the locale files to install to /usr/local/share/locale 
rather than /usr/local/lib/locale, and so those files are not properly 
packaged. On other operating systems where locales go to /usr/local/lib/locale 
by default this probably goes unnoticed.

The two packages in question are subversion-base and libgnomecups. There are 
probably others that I have not installed yet.

A third package installs locale files into /usr/local/share/locale/ but does 
not do anything with them at all. This is bison, which doesn't list its locale 
files in its PLIST at all. It also needs USE_PKGLOCALEDIR=YES in its Makefile 
once the PLIST is fixed.
