 Move CPPFLAGS definitions below inclusion of bsd.prefs.mk, as mk.conf may
 do a 'CPPFLAGS=...' overriding its value.  Fixes PR pkg/30029 by
 Idar Tollefsen.  Allowed by agc@ during freeze.
