 I wasn't sure whether the problem is in the zlib package, or in apache2.
 Apache2 is using a private header from zlib, which seemed questionable.
 
 An empty zutil.h would only cause problems later.  I would opt for
 "somehow stop programs from detecting zutil.h in the base system".
