apache ignores 'reload' from rc.d script as well as 'graceful' from apachectl(8) thus changes in config file (e.g.) are not recognized.
>How-To-Repeat:
edit the config file and change something that requires a (graceful) restart of apache.

* try apachectl graceful and test whether the change is recognized (it won't be)

* try /etc/rc.d/apache reload and test whether the change is recognized (it won't be)

* try /etc/rc.d/apache stop && /etc/rc.d/apache start -- the change *is* being recognized using this method.
