Update p5-XML-Atom-Stream to 0.09, mostly as provided by Martin Wilke in
PR pkg/34410.

- Now when your callback function throws an exception, the
connection will be lost. This is now the official way to
disconnect from the Atom stream explicitly.

XML::LibXML::SAX::Better
