How are you launching kdm? The rc script supplied with the package explicitly
uses the @PKG_SYSCONFDIR@/kdm/kdmrc.
Alternatively if you delete the @PKG_SYSCONFDIR@/kdm/kdmrc
(/usr/pkg/etc/kdm/kdmrc in your case) then the graphical kdm config frontend
should read/write /usr/pkg/share/kde/config/kdm/kdmrc as you desire).
