(but nothing in it says not to build it there...)
devel/bmake apparently needs, but cannot find <sys.mk>

Install pkg_comp and configure it to use libkver and
NetBSD 3.0 binary sets (whether any of this is required to
demonstrate the problem, I am not certain).
