 In your htdocs directory, what do you get for:
 
  make -V PKG_SYSCONFBASE
 
 (If that is empty, maybe your mk.conf only does the pkgsrc stuff in an 
 ifdef BSD_PKG_MK block?)
 
  make -V PKG_SYSCONFDIR.xmlcatmgr
 
  make -V XML_CATALOG_FILES
