Apparently the way in which you add users/groups has changed between OS X 10.4 and 10.5. For example, running pkgsrc's groupadd command,
bash-3.2# groupadd test
/Volumes/NetBSD/pkg/sbin/groupadd: line 17: nireport: command not found
/Volumes/NetBSD/pkg/sbin/groupadd: line 51: niload: command not found
groupadd: Could not create group
