I concur with Thomas.  The bulk build as a whole should only fail if
it cannot continue to create correct packages; in all other
situations, the offending package should be recorded in the final
report and the bulk build should continue to build other packages.

That the erroneous dependency is not found is due to another bug in
pbulk: errors found during the scan/resolve phase are not recorded in
the final report.

Joerg, please do not close this PR again until it is resolved.
