A quick examination of files/delete/perform.c shows that the
declarations at the top are static, while the implementations
lack the static keyword.

So, I'd say the issue still exists in at least one file.

Note, I haven't attempted to build a recent version of the pkg_install
on an HP-UX system (which is where the issue was originaly identified.)
I shall endevor to do so soon.
