>Description:
        `make package' with USE_DESTDIR=full and UNPRIVILEGED=yes fails
to make a binary package for `pkg_comp' when trying to write
        into /usr.
>How-To-Repeat:
I just fetched a fresh 2008Q1 pkgsrc tarball from FTP, untarred
it in my home directory, and, after upgrading pkg_install and
digest by running `make package' and then `pkg_add', tried to
make a package of pkg_comp to install. I have UNPRIVILEGED=yes
and USE_DESTDIR=full, and I ran `make package', which failed
when it tried to write into /usr. I cannot fathom why with
USE_DESTDIR=full and `make package' *anything* should be even
thinking about writing to /usr. This is quite astonishing, and
the exact opposite of what I expect from something like
`pkg_comp' whose very purpose is to make packages safer to
        build.
