I've found that every year many packages in pkgsrc are downgraded.
That is, formally "new" packages have older versions than "old" ones.

Some of them are listed here for a few years.

Currently such downgrades are not under control at all, because
DOC/CHANGES-YYYY file is generated with no information about downgrades.
IMHO this is VERY serious problem because and should be fixed.

As I already said, until you implement "check for downgrades" in pkgsrc
you can use wip/pkg_summary-utils and run these checks manually between quarter 
releases.
