Build and run e.g. x11/tkinfo with xproto>=7.0.13.

The (upstream) patch attached to the second url above fixes the
problem for me.
I'm reluctant to commit it because I don't know enough about tk to
know whether it's going to (1) continue to work with older X, or (2)
break compatibility. So I'd like someone else to take a look at things.
