 All FreeBSD release should have wheel group by default:
   http://www.freebsd.org/cgi/cvsweb.cgi/src/etc/group
 It is expected that those system user/group are preexisting.
 
 If you exactly don't want to use "wheel" group, for example,
 you want to use "bin" group instead, you can set ROOT_GOUP=bin
 in etc/mk.conf.
 
 If you don't have wheel group accidently, it is not a pkgsrc bug.
 Please contact to FreeBSD folks.
