apcupsd retry communication to UPS too fast overloading ipf tables and
box begin to drop even ssh to the server.
Also start-script is buggy - it doesn't care if apcupsd=NO in
/etc/rc.conf

Plug out network cable of UPS network management card while apcupsd
working with it
Start server with apcupsd=NO in rc.conf
