Strictly speaking, I would say this is the expected behavior.

I would call this a bug.
For the specific case of print/xpdf-japanese:
- move the post-isntall rule to INSTALL using
share/examples/xpdf-japanese/xpdfrc-fragment or so
- print a message before adding it
- print a message before removing it
