Mk/tools/tools.Darwin.mk should have a line:

TOOLS_PLATFORM.groff?=      /usr/bin/groff

As it has been installed (at least) since 10.4. (10.6 should be released later 
this year).

Try to use a package that needs groff - a big slew of packages are installed

By putting

TOOLS_PLATFORM.groff?=      /usr/bin/groff

Into my mk.conf I can mitigate the issue.
