The file-check test pkgsrc runs when PKG_DEVELOPER=yes
detects t2o files in news/lottanzb 's PLIST that
the package doesn't install.
>How-To-Repeat:
I use pkg_comp and kibkver with NetBSD 4.0 release sets
(except x* - I use pkgsrc modular xorg) - aside from
pkg_comp - because it sets PKG_DEVELOPER=yes - none of
that will be relevant here.
In this environment, building a binary package results in ...
=> Checking file-check results for lottanzb-0.4.0nb2
ERROR: ************************************************************
ERROR: The following files are in the PLIST but not in /usr/pkg:
ERROR: /usr/pkg/share/doc/lottanzb/CHANGELOG
ERROR: /usr/pkg/share/doc/lottanzb/LICENSE

Stop.
make: stopped in /usr/pkgsrc/news/lottanzb
The usual earluier warnings with an error like this
are also present...

I can't imagine why a CHANGELOG would want to be installed,
and I see no attempt to do that, the LICENSE (should be LICENCE
anyway) perhaps could be installed, again I see no sign of
at attempt to do so.
Most probably those two files should just be removed from
the PLIST.
