Then maybe it should be renamed: get rid of the "bootstrap-" prefix.

You can say that about almost any package maintained in pkgsrc.

Now I understand. I didn't realize they were actually packaged.
But now I see they are available, such as
pub/pkgsrc/packages/NetBSD/sparc64/5.0_2009Q3/pkgtools/bootstrap-mk-files-20090807.tgz
"bootstrap" as part of the name is a little misleading though.
