It's part of the freetype2 distribution, and as far as I can tell from
ktracing a build on netbsd, the build uses it only out of the build
tree. (And not, for example, by reading a copy from a previous build
out of /usr/pkg/include.)
There appear to be two copies in the distribution but the extra one
seems to be for maintainer-mode only.
