 In pkgsrc, packages seem to use (for example) .include
 ../../security/mit-krb5/buildlink3.mk to declare dependency on another
 package.
 I did not design this... it is how I found it.

 This PR should be closed as a duplicate of 44597 unless you'd prefer
 we cut-n-paste the entire content of that still open PR into this
 one... because the reasoning etc is all there.  A ping on the status
 of that PR would have been more appropriate than opening a new one.
