My intention was to fix not only bootstrap but all packages
using archivers/libarchive/builtin.mk as well. As far as I can see
pkg_install is the only such package. If you think
pkgtools/pkg_install/Makefile is a better place, I'll move this
workaround soon. Thanks for clarification!
