nha, i don't get you, missing the how.

x86_64 would still be needed to transform into amd64
(am i right in this assumption?, don't have a x86_64 at hand)

and so i'd get this:
.elif ${OPSYS} == "NetBSD" && ${LOWER_ARCH} == "i486"
MY_LOWER_ARCH= ${MACHINE_ARCH}
needed to supply the build.

and if so, i don't see the preference above that to the first patch.
