 Ian, I've changed a part of PLIST.
 I am not saying the change fix your problem, but 
 things will slightly change (Those part is not important).
 
 Could you run again with environment variable set as:
 PKG_DEVELOPER=yes
 
 To do so, you may edit /usr/pkg/etc/mk.conf to have above
 line (usually we add one question mark added to
 set only the variable not set before).
 PKG_DEVELOPER?=yes
 or 
   env PKG_DEVELOPER=yes bmake package
 at shell (everytime you bmake) may be the same thing.
 
 This will tell us which are missing and which are extra.
