Well... basically what we prefer is one gnats entry for each distinct
problem. When a lot of packages have the same problem, and the problem
requires infrastructure changes or other shared work to get all the
packages fixed, it's usually best to keep it all in one PR. That way
work (and discussion) doesn't end up being duplicated.
On the other hand, when a lot of packages have related but independent
problems (as an obvious example, typos in the COMMENT) it's best to
file each one separately because that way it's less likely for some of
the packages to get missed. (Basically, any time someone has to read
through the message log of a PR carefully to check if all the
necessary things have been done, mistakes are likely, so it's best to
avoid being there.)
It's not always easy to tell which cases are which up front, so don't
worry about it too much.
