I've compiled ruby193 under NetBSD Beta6-2 OK, I also attempted to
compile ruby19, and satisfied myself that your fixes work, but got a
rather strange ending:

Note that this is a minimal package.
The original ruby-1.9.2-p320 distribution includes more extension
libraries, some of which are provided as separate packages:
databases/ruby-gdbm: GDBM module
devel/ruby-curses: Curses module
devel/ruby-fiddle: Fiddle module
devel/ruby-readline: readline module
textproc/ruby-psych: Psych module
x11/ruby-tk: Tk modules

Apparently, the build saw that there existed a
/usr/pkgsrc/databases/ruby-gdbm/work/,
saw that there was no ruby19-gdbm-1.9.2pl320nb2 installed, and assumed
that ruby19-gdbm-1.9.2pl320nb2 could be installed from packages/All.
ruby193-gdbm-1.9.3p194nb2.tgz existed, but ruby19-gdbm-1.9.2pl320nb2.tgz
did not. Likewise, /usr/pkgsrc/databases/ruby-gdbm/work/ruby-1.9.3-p194/
existed, but /usr/pkgsrc/databases/ruby-gdbm/work/ruby-1.9.2pl320nb2/
did not.
Anyway, I believe I actually did compile both earlier, and the
compiles work as far as they go, so your fixes work, and this PR, I
believe, should be closed.
