Yes, it seems that it builds fine in some ports, altough from the recent
bulk builds it seems to me that it is broken at least on NetBSD/i386 5.*
and 6.* (I can confirm that it is broken in NetBSD/i386 6.1.2).

To me it is a good idea but IMHO it is up to MAINTAINER to choose this
way. I read if there is some information on the zlib present in glpk and
some interesting lines can be found in NEWS:
GLPK 4.46 (release date: Aug 09, 2011)

The zlib compression library (version 1.2.5) was ANSIfied, modified
according to GLPK requirements and included in the distribution as an
external software module. Thus, now this feature is platform
independent.

If the local GLPK's modification is just cosmetic and/or for portability
reasons I think that using pkgsrc zlib is a better idea (it's more
tested and supported by the pkgsrc community).
INSTALL also documents the --with-zlib argument but I think it is
outdated.
