 The same as, e.g. boehm-gc and glib2 are development utilities and
 live in devel/; they are libraries of general-purpose code used for
 writing other program.s

 Given that Ruby is a dynamic language, and also that these
 dependencies are a property of the code using the gem and not the gem
 itself, I don't see how this means much; and even if it did mean
 something I don't think it's relevant.
