It is better, but not strictly accurate.
${PKG_SYSCONFBASE} is this package's config directory,
may not equal to PHP's one.
You can sync them with setting PKG_SYSCONFVAR=php in cacti/Makefile,
But from its usage, it is expected as equal to Apache's one.
