I just ran into this bug:
$ svn checkout https://svn.FreeBSD.org/base/head src
svn: E170013: Unable to connect to a repository at URL 'https://svn.freebsd.org/base/head'
svn: E000065: Error running context: No route to host
This is on a host with IPv4-only Internet connectivity. I consider
this a reproduction of PR 30521 rather than PR 49306 because tcpdump
does not show any outgoing IPv4 TCP connection attempt.
$ uname -a
NetBSD guido.araneus.fi 7.1.1 NetBSD 7.1.1 (GENERIC.201712222334Z) amd64
$ pkg_info -a|grep subversion
subversion-base-1.9.7nb3 Version control system, base programs and libraries
$ pkg_info -a|grep serf
serf-1.3.9 High-performance asynchronous HTTP client library
This is impacting my ability to submit bug fixes upstream for NetBSD
code derived from FreeBSD.
