 I think this is fixed in pkgin-0.11.4.
 
 Can you please extract the pkgsrc-2018Q2 tree and manually update
 to pkgsrc-current pkgtools/pkgin?  The following should do the trick:
 
  % cd pkgsrc/pkgtools/pkgin
  % cvs up -rHEAD
  % make replace
 
 After that pkgin should be able to install the xfce4 meta-package.
